Kurt Moylan serves as the President, CEO and Chairman of the Board of NetCare Life & Health Insurance Company. He also serves as the Chairman of the Board of Citizen’s Security Bank and was named the 1990 Executive of the Year by Guam Business Magazine. He also serves as President of Moylan’s Insurance Underwriters, Inc. and President of MoyCommunications, Inc. He was the last appointed and the first elected Lieutenant Governor of Guam. He received his Bachelor’s Degree in Economics from the University of Notre Dame in South Bend, Indiana.

Troy Moylan currently serves as the Vice President and Director of Life and Health Operations. He is a licensed adjuster handling a variety of property and casualty claims and inspections. He received his Bachelor’s Degree in Banking and Insurance from Drake University in des Moines, Iowa.

Jerry Crisostomo has been with Moylan’s Insurance and NetCare since 1996. He was the Associate Plan Administrator from 1996 to 2000. He was promoted to Plan Administrator in June 2000. He has over 17 years of experience in the health care industry and managed care. He previously worked with the Government of Guam as Special Assistant for Health Care Policy and Federal Program for the Governor’s Office. He was also the Associate Director of Provider Relations with Maxicare Health Plans in Indianapolis, Indiana and also served as the Manager of Government Affairs and Compliance with FHP HealthCare, Inc. He received his Bachelor’s Degree from Indiana State University in Business Administration and a Master’s Degree in Health Care Management from Indiana University. He also has a Managed HealthCare Professional (MHP) Designation from the Health Insurance Association of America or AHIP.

Willie Replan currently serves as NetCare’s Chief Financial Officer. He also served as VP/Chief Financial Officer of First Net Insurance Company and Controller of the Moylan's offices and subsidiary companies. He received his Bachelor Degree in Accounting at the Polytechnic University of the Philippines, Certified Public Accountant (Philippines). He previously work with CIGNA Philippines as an Accountant and Casualty Underwriting Assistant.

Eugene Roberts currently serves as the Manager for Marketing and Sales. He has been with NetCare for the past eight years and was most recently the Marketing & Sales Supervisor for CNMI and Palau regions. Prior to joining NetCare, he was the Saipan Accounts Coordinator for GMHP Marketing, Inc. He attended University of Guam.

Bri Habin currently serves as NetCare’s Manager for Health Care Management which includes utilization review, actuarial pricing, health education, provider relations and contracting, case management, off-island referrals and underwriting. Prior to joining NetCare, she served as Director of Underwriting and Executive Underwriter for Health Reinsurance Management Partnership in Danvers, Massachusetts. She was also the Senior Underwriting Team Leader with R.E. Moulton, Inc, in Massachusetts. She received her Bachelor’s Degree in Business Administration from the University of Hawaii in 1982. She has a Health Insurance Associates (HIA) and Managed Healthcare Professional (MHP) Designation from the Health Insurance Association of America as well as Associate in Risk Management (ARM) from the American Institute of CPCU.
